سوق البصل في العراق باختصار. يتركّز إنتاج البصل في العراق في المنطقة المرويّة الوسطى والجنوبية بين نهري دجلة والفرات، مع تركّز الإنتاج في محافظة ديالى (منطقة الخالص-بعقوبة على نهر ديالى — الحزام الرئيسي للبصل تاريخياً)، واسط على دجلة، بابل، كربلاء والنجف في الوسط على الفرات، الأنبار غرباً، البصرة جنوباً، و إقليم كردستان العراق (أربيل، السليمانية، دهوك) تحت سلطة وزارة الزراعة والموارد المائية لحكومة الإقليم. الزراعة تشكّل حالياً حوالي 10 بالمئة من الناتج المحلي. البصل محصول شتوي يُزرع من سبتمبر إلى أكتوبر ويُحصد من يناير إلى مايو.

المتطلبات التنظيمية. بموجب قانون الحجر الزراعي رقم 76 لسنة 2012 وقانون البذور والشتلات رقم 50 لسنة 2012، يحتاج المستورد إلى: موافقة وزارة الزراعة العراقية (مديرية حماية المزروعات) قبل شحن البضاعة، شهادة صحّة نباتية من المنشأ تُعلن خلوّ الدفعة من Botrytis allii، Sclerotium cepivorum، Cuscuta spp. و Thrips tabaci، شهادة الـ ISTA Orange، وشهادة المطابقة من COSQC (Certificate of Conformity) صادرة من جهة معتمدة (Intertek، SGS، HQTS). الأصناف الجديدة تحتاج تسجيل عبر اللجنة الوطنية لتسجيل، اعتماد وحماية الأصناف الزراعية (NCRRAV) بموجب قانون رقم 15 لسنة 2013، عملية تستغرق سنة على الأقل مع رسوم بحوالي 4,300 دولار. إقليم كردستان له نظام تنظيمي منفصل عبر وزارة الزراعة والموارد المائية في أربيل.

الموانئ ومدّة التخليص. ميناء أم قصر (البصرة) هو الميناء البحري العميق الوحيد في العراق ويتعامل مع الجزء الأكبر من الواردات الزراعية بالحاويات. القواعد الجمركية الجديدة من يناير 2026 تنقل حساب الرسوم من نظام رسوم ثابتة إلى تقييم بنظام HS Code مع نسب تبدأ من 5 بالمئة. مطار بغداد الدولي ومطار أربيل الدولي يدعمان شحنات البذور بالطيران. التخليص الجمركي تحت وثائق نظيفة 7 إلى 14 يوم.
