Why Taiwan matters for Indian Ocean origin suppliers
Taiwan is a densely populated, import-dependent food economy. Farmland is limited, the food-processing and feed sectors are large relative to farm output, and the island imports most of its grains, oilseeds and forage. For our portfolio, four demand segments matter. First, sesame-oil crushing and roasting: Taiwanese sesame oil is a staple of the domestic kitchen, and the island's own sesame harvest covers only a small fraction of crushing demand, so crushers in Tainan, Changhua and Kaohsiung import black and white sesame year-round. APHIA and TFDA — who regulates what
Two agencies govern plant-origin imports. The Animal and Plant Health Inspection Agency (APHIA) under the Ministry of Agriculture, formed in 2023 from the former BAPHIQ, runs plant quarantine at the border. Every consignment of seed, dried herb or spice is inspected on arrival under the Plant Protection and Quarantine Act and must carry a phytosanitary certificate from the origin national plant protection organisation. Some commodity and origin combinations require an import permit or pre-agreed import conditions; seed for planting is checked against Taiwan's regulated-pest list and may need additional declarations. The Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare handles anything consumed as food. The importer files the consignment for inspection through TFDA's food import declaration system before customs release; sesame, sprouting seed, dried rose, fennel and kalonji all sit in this track. TCM crude drugs such as licorice root fall under the Department of Chinese Medicine and Pharmacy within the same ministry, and ephedra additionally touches controlled-precursor rules. The practical sequence is: confirm commodity-specific conditions with APHIA, obtain any permit, prepare the TFDA declaration, and only then ask the supplier to book the vessel.
Documentation set for a Taiwan-bound container
Taiwan accepts English-language commercial documents, which keeps the pack simpler than most of our Latin American or Gulf lanes. Every Kehkashan container into Kaohsiung or Keelung leaves with the following set, assembled at the Jebel Ali Free Zone consolidation point and checked against the buyer's TFDA and APHIA filing before the original bills are released.

Logistics: Jebel Ali, Karachi and Mundra to Taiwan
Taiwan is one of the shorter deep-sea lanes we run. From FOB Jebel Ali, container transit to the Port of Kaohsiung runs 18 to 25 days on the Middle East to Far East services, most calling Singapore or Port Klang en route. Keelung, Taichung and Taipei Port are reached either on the same services or by a short domestic feeder from Kaohsiung. Karachi and Mundra origin cargo moves on comparable Asia services and generally lands in a similar band; we quote the actual carrier schedule and cut-off on every RFQ rather than a generic figure.

Incoterms and payment on the Taiwan lane
Taiwanese buyers are among the most standardised counterparties we serve. CIF Kaohsiung is the most common Incoterm, followed by CFR and FOB Jebel Ali for buyers with their own forwarder contracts. On payment, the destination record for Taiwan lists two instruments in use: Letter of Credit at sight and telegraphic transfer. We do not typically run documents-against-payment on this lane, and we advise against open-account terms for first orders.
For LC business, the buyer's Taiwanese bank opens an irrevocable LC at sight in USD or EUR in favour of our UAE Free Zone banking entity; multi-origin consolidations run under a single parent LC and a single bill of lading, which removes the need for the buyer to open separate credits per origin. For TT, the standard structure is a deposit on order confirmation with balance against copy documents before original release. What moves the price — and why we quote by RFQ only
We do not publish list prices for the Taiwan lane, and buyers should be cautious of any supplier who does. Five drivers move the quotation.
Origin harvest and crop year. Sesame is priced off the Ethiopian, Sudanese, Indian and Pakistani harvests, which arrive between October and January; licorice and ephedra follow wild-harvest seasons in Pakistan and Central Asia; alfalfa follows the US and Australian seed harvests.
Grade and specification. Sortex 99.95 percent sesame costs materially more than Sortex 99 percent; glycyrrhizin-assayed licorice more than commercial cut; Salmonella-tested steam-pasteurised sprouting seed more than agriculture-grade.
Freight and equipment. Middle East to Far East rates and container availability shift quarter to quarter.
Testing and documentation load. Heavy-metals, pesticide-residue and microbiological panels each add lab cost.
Volume and programme commitment. A twelve-month programme with locked dispatch windows prices differently from a single spot container.

Sampling and QA flow before the first container
Taiwanese buyers almost always run a sample-and-test cycle before contracting, which we build into the timeline rather than treat as an exception.
- Buyer sends the target specification: product, grade, use (crushing, retail, TCM extraction, sprouting), and the tests its own QA or TFDA filing requires.
- We dispatch a 500 g to 2 kg representative sample drawn from the actual lot, by courier, with the origin lab COA attached.
- Buyer tests locally; TCM buyers usually run glycyrrhizin or ephedrine-alkaloid assays, crushers run oil and FFA, sprouters run the microbiological panel.
- On approval the sample is retained as the reference standard and the contract specification is written against it.
- Pre-shipment inspection by SGS, Intertek or Bureau Veritas is available at buyer cost; many Taiwanese buyers request it for first shipments and drop it once a track record exists.
- Loading photographs, seal numbers and the final COA are sent before the vessel sails.

Two practical observations follow from the table. Crushers and dairy buyers are container-scale and price-sensitive on freight, so CFR and CIF Kaohsiung quotations with a locked sailing matter more to them than sample turnaround. TCM, sprout and tea-packer buyers are LCL-scale and test-heavy, so a fast, well-documented sample cycle and a clean lab pack matter more than the last dollar per tonne. Buying calendar and lead times from purchase order
Taiwanese crushers tend to contract sesame in two windows: after the Ethiopian and Sudanese harvests land in December and January, and again in mid-year against Indian and Pakistani stock. Sprout growers order monthly. TCM extractors buy against production plans and licence renewals rather than harvests. Alfalfa seed follows the autumn and spring sowing windows.
From confirmed purchase order, in-stock lots at the Jebel Ali Free Zone bonded warehouse dispatch in 14 to 21 days; specialist US or Australian seed varieties with treatment and tagging run 28 to 42 days against the origin sailing schedule; ephedra runs 21 to 35 days after the buyer's licence has been verified. Add the 18 to 25 day ocean leg and allow 3 to 7 working days for APHIA inspection and TFDA release on clean documents. For a first-time importer, we recommend planning eight to ten weeks from purchase order to goods available in Taiwan, and shortening from there once the documentation pattern is established. Does Taiwan require an import permit before I ship sesame or licorice?
Sesame and dried herbs generally enter under APHIA quarantine inspection on arrival with a phytosanitary certificate, plus a TFDA food import declaration filed by the registered importer. A separate pre-shipment permit is not the norm for these lines, but conditions vary by origin and can change, so the importer should confirm the current requirement with APHIA for the specific commodity and origin before the vessel is booked. Licorice destined for TCM manufacturing additionally sits under the Department of Chinese Medicine and Pharmacy, and the manufacturer's licence is checked at clearance. We ask for the licence copy at RFQ stage so the invoice consignee and the licence holder match.
Can you sell ephedra to a Taiwanese buyer?
Only to a licensed TCM manufacturer or pharmaceutical company that holds the permits its jurisdiction requires. Ephedra is a regulated crude drug, ephedrine is an internationally controlled precursor, and we verify the licence before issuing any quotation. Each consignment carries an HPLC certificate reporting ephedrine and pseudoephedrine separately, a phytosanitary certificate, a chamber-attested certificate of origin, the licence copy and a signed end-use declaration. We never consolidate ephedra with other products in a mixed shipment and we do not sell to supplement manufacturers. If your use is TCM decoction or extraction, send the licence with the RFQ.
What sesame grade should a crusher specify?
Crushers should specify natural (unhulled) sesame with oil content, FFA and moisture limits rather than Sortex grade, because oil yield and rancidity matter more than seed colour uniformity in the press. Typical anchors are oil 48 to 52 percent, FFA under 2 percent, moisture under 6 percent, aflatoxin tested. Humera-type Ethiopian white sesame and Pakistani Sindh sesame are the usual choices for premium oil; Indian sesame serves the bulk-crush tier. Black sesame for roasted oil and confectionery is specified by origin and colour. Retail toppings are the exception where Sortex 99.5 to 99.95 percent matters. Specify end-use on the RFQ and we match origin.
Do you handle transit and paperwork for LCL orders?
Yes. Low-density lines such as dried rose, licorice sticks and ephedra rarely fill a container, and sprout growers order monthly quantities that suit LCL. We consolidate LCL cargo at the Jebel Ali Free Zone bonded warehouse, ship on the same Far East services as FCL, and issue the full document set per lot. LCL transit to Kaohsiung is usually a few days longer than FCL because of consolidation and deconsolidation at each end. Minimums vary by product: 300 kg for rose, 500 kg for sprouting seed or ephedra, 1 MT for licorice, 5 MT for sesame.
Which Incoterm and payment structure should a first-time Taiwanese importer use?
