SAG, ISP and the Seremi de Salud — the permit flow

The Servicio Agrícola y Ganadero (SAG) is the gatekeeper for anything of plant origin. For seed, SAG issues the seed-import authorisation, publishes the species-specific phytosanitary import requirements that the origin phytosanitary certificate must satisfy, and inspects the lot at the port of entry; Chile's seed legislation also governs which varieties may be sold commercially, so a distributor should confirm the variety's status with SAG before contracting. For dried herbs, spices and sesame, SAG's phytosanitary inspection still applies on arrival. The food-safety side runs through the health ministry: food-grade consignments require a customs-destination certificate from the regional Seremi de Salud and a subsequent use-and-disposal authorisation before the goods can be sold, under the Reglamento Sanitario de los Alimentos. The Instituto de Salud Pública (ISP) becomes relevant where a product is destined for cosmetic, pharmaceutical or medicinal-claim use, for example rose petals for a cosmetics formulator or sea buckthorn for a supplement brand. The practical sequence: the importer confirms SAG requirements and variety status, obtains the seed authorisation where applicable, prepares the Seremi de Salud filing, and then releases the supplier to book the vessel.

Documentation set — Spanish and English

Incoterms and payment on the Chile lane

Chilean importers most often buy CIF San Antonio, followed by CFR and FOB Jebel Ali. CIF suits first-time buyers because insurance is arranged by us on the long Pacific leg. Tariff treatment is worth noting: Chile applies a flat ad valorem MFN customs duty to most imports (six percent at the time of writing) plus VAT, and there is no preferential agreement covering UAE- or Pakistan-origin goods, so the landed calculation is simple and predictable. What moves the price — RFQ only

Origin seed harvest and certification tier. US and Australian certified forage seed with OECD tags sits in a different band from Pakistani or Egyptian seed; New Zealand and US white clover is priced off its own harvest.

Coating and treatment. Rhizobium-inoculated and coated clover or alfalfa adds cost per kilogram but reduces sowing rate and establishment risk.

Grade for food lines. Sortex 99.5 versus 99 percent sesame; whole-bud versus petal rose; organic versus conventional sprouting seed.

Freight on the long Pacific lane. The 35 to 42 day route is freight-sensitive, and equipment availability out of the Gulf and Indian ports moves quarter to quarter.

Testing load. Chilean buyers frequently ask for pesticide-residue and heavy-metals panels beyond the standard COA.

Volume and programme. Seasonal pasture-renovation programmes of several containers price differently from a single trial LCL.

Sampling and QA flow

Chilean seed distributors are technically demanding buyers, and we structure the pre-contract cycle accordingly.

  1. Buyer sends specification: species, variety or fall-dormancy class, ISTA parameters, coating, and any SAG-specific declarations required for the species.
  2. We confirm the variety's origin certification and dispatch a 500 g to 2 kg sample from the actual lot, with the ISTA certificate and treatment record.
  3. Buyer runs its own germination and purity check or submits the sample to a Chilean laboratory; food-grade buyers run microbiology and residues.
  4. On approval the sample is retained as the reference standard and written into the contract.
  5. Pre-shipment inspection by SGS, Intertek or Bureau Veritas is available; many Chilean importers use it for the first container.
  6. Loading photographs, seal numbers, lot map and final documents are sent before sailing.

Pasture seed follows the southern autumn (March to May) and spring (September to November) sowing windows, and a 35 to 42 day ocean leg plus SAG inspection means contracts should be placed at least twelve weeks ahead. For a first-time Chilean importer we recommend planning fourteen to sixteen weeks from purchase order to goods available at the warehouse, and shortening from there once the SAG authorisation and document pattern are established. Does SAG require an authorisation before I import forage seed into Chile?

Yes. Seed for planting enters Chile under SAG's seed-import authorisation and species-specific phytosanitary import requirements, and the origin phytosanitary certificate must carry the additional declarations SAG lists for that species. Chile's seed legislation also governs commercial sale of varieties, so a distributor should confirm the variety's status before contracting a programme. We supply ISTA Orange certificates and OECD tags for enrolled varieties, and we do not release bills of lading until the importer confirms the authorisation is in hand. Requirements change, so the importer should verify the current text with SAG for each species rather than rely on last season's file.

What is the Seremi de Salud step and does it apply to sesame and dried rose?

Food-grade consignments in Chile pass through the health authority as well as SAG. The importer applies to the regional Seremi de Salud for a customs-destination certificate that allows the goods to move to a declared warehouse, and then for a use-and-disposal authorisation before the product can be sold, with sampling where the authority decides. Sesame for bakery, dried rose and fennel for infusions, and sprouting seed all sit in this track. Where a product is destined for cosmetic or medicinal-claim use, ISP rules may also apply. Which alfalfa fall-dormancy class suits Chilean conditions?

It depends on the region. Central-valley and Metropolitan Region hay growers and dairy operations generally run fall-dormancy 4 to 6 US, Australian or Italian varieties for winter persistence and quality. Northern irrigated valleys in Coquimbo and Atacama can use FD 7 to 9 non-dormant material for more cuts per year. Southern pasture systems rely more on clover and ryegrass than alfalfa. Yes.
