Peru Agricultural Imports — Buyer's Guide 2026 (SENASA, Callao, Chancay)

Peru imports agricultural commodities through Callao, with Chancay adding Pacific capacity, under SENASA phytosanitary import permits filed via VUCE and DIGESA registration for processed food grades. Demand centres on alfalfa and sorghum-sudan seed for coastal and Andean dairy, sesame, fenugreek, fennel and kalonji for spice processors, high-pungency dried chilli, and sesbania for green manure.

Peru's demand profile — irrigated coast, Andean dairy, spice processing

Peru's agricultural demand for our portfolio comes from three geographies. The irrigated coastal desert, from Piura and Lambayeque in the north through Lima to Arequipa in the south, runs intensive dairy, cattle and rice systems on canal and pump irrigation; the Arequipa basin, including the Majes pampas, is the country's largest single dairy zone and alfalfa is its core forage. The Andean valleys of Cajamarca, Junín and Cusco run smaller mixed dairy and cattle herds where alfalfa and improved forages are replacing native pasture. Lima and the northern coast host the food-processing sector: spice blenders, oleoresin and colour extractors, bakery and snack manufacturers, and a strong herbal-infusion trade. Peru is itself a significant exporter of paprika and specialty chillies, which is why its processors import high-pungency Indian chilli to complement domestic mild types rather than to replace them. We do not publish tonnage estimates; volumes shift with dairy milk prices, coastal water availability and processor export contracts. SENASA, DIGESA and VUCE — the permit flow

The Servicio Nacional de Sanidad Agraria (SENASA) governs plant-origin imports. Before shipment, the importer applies through Peru's single-window system, the Ventanilla Única de Comercio Exterior (VUCE), for a Permiso Fitosanitario de Importación (PFI), which is issued per consignment and states the phytosanitary requirements the origin certificate must satisfy for that commodity and origin. The PFI number is then referenced on the phytosanitary certificate and at inspection on arrival. Seed for planting sits additionally under Peru's seed legislation administered by INIA as the national seed authority, so a distributor should confirm variety registration for commercial sale. Food safety splits by processing level: SENASA holds competence over primary agricultural food products, while DIGESA, the health ministry's environmental-health and food-safety directorate, registers processed and industrialised foods. Raw sesame, fenugreek, fennel and kalonji imported for further processing normally enter on the SENASA track; a buyer selling a retail-packed product needs DIGESA's sanitary registration for that product. The practical sequence is: obtain the PFI through VUCE, share the PFI requirements with us so the origin certificate matches, confirm any DIGESA registration on the destination product, and then release the vessel booking.

Documentation set — Spanish and English

Peru works in Spanish at customs, SENASA and DIGESA, and Spanish and English are the two documentation languages recorded for this lane. We issue bilingual documents as standard. Every container into Callao, Chancay, Matarani or Paita leaves with the following pack, checked against the importer's PFI before original bills are released.

Logistics: Jebel Ali, Karachi and Mundra to Callao and Chancay

From FOB Jebel Ali, transit to the Port of Callao runs 32 to 40 days, on eastbound services via Singapore and the Pacific or westbound via Panama depending on carrier. Chancay, the deep-water port north of Lima that opened at the end of 2024 with direct Asia services, is now a realistic alternative for Asian-origin cargo and we expect its share of our Peru volume to grow; transit is comparable to Callao and depends on which services call. Matarani in the south is the efficient discharge for Arequipa dairy and forage buyers and avoids a long road leg from Lima. Paita in the north serves Piura and Lambayeque agriculture. Karachi and Mundra cargo moves on similar services and lands in a comparable window; we quote the actual schedule on every RFQ.

Incoterms and payment on the Peru lane

Peruvian importers most often buy CFR Callao, followed by CIF and FOB Jebel Ali; CFR is common because many buyers hold their own marine cover. On payment, the destination record lists three instruments: Letter of Credit at sight, telegraphic transfer, and documents against payment. Peru's banks open LCs routinely in USD or EUR in favour of our UAE Free Zone banking entity; multi-origin consolidations run under one parent LC and one bill of lading.

For first orders we recommend LC at sight. For established buyers, DP through the buyer's bank works well on this lane, and TT with a deposit on order confirmation and balance against copy documents is standard for repeat spice and seed programmes. Peru's MFN tariff on most agricultural inputs is low, and seed for planting often enters at zero, but there is no preferential agreement covering UAE- or Pakistan-origin goods; confirm the applicable rate and VAT with SUNAT before contracting. What moves the price — RFQ only

We do not publish list prices for Peru. Each enquiry is quoted against the actual lot and the sailing. Six drivers move the number.

Origin harvest and crop year. Sesame is priced off the Indian, Pakistani, Ethiopian and Sudanese harvests; chilli off the Andhra and Karnataka seasons; fenugreek off Gujarat and Rajasthan; forage seed off US, Australian and Pakistani seed harvests.

Grade and variety. BMR sorghum-sudan versus conventional; Sortex 99.5 versus 99 percent sesame; Teja S17 versus Sannam chilli; nutraceutical versus culinary fenugreek.

Treatment and certification. Pre-treated, ISTA-tagged forage seed versus untreated; steam-pasteurised versus raw spice.

Freight on the Pacific lane. The 32 to 40 day route is freight-sensitive, and equipment availability from the Gulf and Indian ports moves quarter to quarter.

Testing load. Aflatoxin, Salmonella, pesticide-residue and ASTA reports each add lab cost.

Volume and programme. Seasonal forage programmes and annual spice contracts price differently from a single trial LCL.

Sampling and QA flow

Peruvian processors and forage distributors generally sample before contracting, and we build that cycle into the timeline.

  1. Buyer sends specification: product, grade or variety, end-use, and the PFI requirements or DIGESA parameters that apply.
  2. We dispatch a 500 g to 2 kg sample from the actual lot by courier, with the origin lab COA and, for seed, the ISTA certificate and treatment record.
  3. Buyer tests locally: germination and purity for seed, ASTA and Scoville for chilli, oil and FFA for sesame, saponins for nutraceutical fenugreek.
  4. On approval the sample is retained as the reference standard and written into the contract.
  5. Pre-shipment inspection by SGS, Intertek or Bureau Veritas is available at buyer cost and common for first shipments.
  6. Loading photographs, seal numbers, lot map and final documents are sent before sailing.

Timing follows the segment. Coastal alfalfa can be sown most of the year under irrigation, but Andean sowing concentrates in the rainy-season onset around October to December, and sorghum-sudan goes in for the coastal summer. Spice and sesame contracts run year-round against processor production plans. On a 32 to 40 day ocean leg plus PFI processing, forage buyers should contract at least twelve weeks before the sowing window.

Lead times from purchase order

From confirmed purchase order, in-stock lots at the Jebel Ali Free Zone bonded warehouse dispatch in 14 to 21 days; US or Australian BMR sorghum-sudan and specialist alfalfa varieties with treatment and tagging run 28 to 42 days against the origin sailing schedule; Indian spice lots dispatch in 14 to 21 days from Mundra or Chennai. Add the 32 to 40 day ocean leg to Callao or Chancay, and allow 5 to 10 working days for SENASA inspection and release on clean Spanish documents, longer where DIGESA sampling applies.

For a first-time Peruvian importer we recommend planning thirteen to fifteen weeks from purchase order to goods available at the warehouse, and shortening from there once the PFI and document pattern are established. For Arequipa forage programmes, discharging at Matarani rather than Callao can save several days of road transport and handling, and the trade desk will quote both. Buyers who prefer Spanish can use the /es/ version of the site and receive Spanish-language replies.

Buyer FAQ

What is the SENASA PFI and who applies for it?

The Permiso Fitosanitario de Importación is SENASA's per-consignment import permit for plant products. The Peruvian importer applies through VUCE, the national single-window system, stating the commodity, origin, quantity and intended use; SENASA issues the PFI with the phytosanitary requirements the origin certificate must meet. The importer sends us the PFI so the origin NPPO can issue a matching phytosanitary certificate with the correct additional declarations and PFI reference. We do not book the vessel until the PFI is in hand, because a certificate issued without the PFI requirements is the most common reason for a held or rejected consignment at Callao. Requirements change, so verify each time.

When does DIGESA registration apply instead of, or in addition to, SENASA?

SENASA holds food-safety competence over primary agricultural products, so raw sesame, fenugreek, fennel, kalonji and dried chilli imported for further processing normally clear on the SENASA track with the PFI and phytosanitary certificate. DIGESA registers processed and industrialised foods; if your company sells a packed retail product made from the import, that finished product needs DIGESA's sanitary registration in your name, not ours. Some buyers importing retail-ready packs also need DIGESA clearance on the imported item itself. We supply the bilingual COA, ingredient and process statements DIGESA's file needs, but the registration belongs to the Peruvian company.

Which alfalfa suits Arequipa and the coastal irrigated systems?

Arequipa, the Majes pampas and the coastal valleys cut alfalfa year-round under irrigation, so non-dormant fall-dormancy 8 to 10 varieties give the most cuts and the highest annual tonnage; Pakistani and Egyptian FD 8 to 10 genetics are the value tier and US non-dormant varieties the premium tier. Andean valley dairies at altitude with a cooler dry season generally do better on FD 6 to 8. We match the fall-dormancy class to elevation, irrigation cycle and cutting plan in the RFQ reply, ship ISTA-tagged, dodder-free lots, and pre-treat against seedling diseases on request. Do you ship to Chancay, and is it better than Callao?

Yes. Chancay is a deep-water port north of Lima that opened at the end of 2024 with direct services from Asia, and for cargo originating in Karachi, Mundra or Jebel Ali it is a realistic alternative to Callao. Whether it is better depends on the carrier's rotation for the sailing in question, the location of your warehouse, and current congestion at each port; transit times are comparable. We quote both ports on request and let the buyer choose. For Arequipa forage buyers, Matarani remains the more useful option because it avoids the road leg from Lima entirely.

Which payment structure works best for a Peruvian first-time buyer?

For a first order we recommend CFR Callao with an irrevocable LC at sight in USD, opened by your bank in favour of our UAE Free Zone banking entity. CFR lets you use your own marine insurance, and the LC releases payment only against documents that match the credit, which protects both sides on a 32 to 40 day lane. After two or three clean shipments most buyers move to documents against payment through their bank, which is well established in Peru, or to TT with a deposit and balance against copy documents.
