Why Burkina Faso matters for seed and commodity importers

Burkina Faso is a Sahelian, landlocked agricultural economy in which four demand pulls matter to an importer. DPVC, SNS and the permit flow

The phytosanitary authority is the DPVC (Direction de la Protection des Végétaux et du Conditionnement) within the Ministry in charge of agriculture. DPVC issues the phytosanitary import permit that must be in hand before loading, defines the additional declarations the origin phytosanitary certificate must carry, and inspects at the Ouagarinter dry port or the Bobo-Dioulasso inland terminal on arrival. UEMOA, ECOWAS, the CFA franc and transit corridors

Burkina Faso belongs to UEMOA, which shares the West African CFA franc (XOF) issued by BCEAO and pegged to the euro at a fixed parity, and historically to ECOWAS, whose common external tariff has set the import duty bands; the country's 2025 withdrawal from ECOWAS alongside Mali and Niger means the applicable tariff and transit framework should be confirmed with your broker at the time of order, since transitional arrangements continue to evolve. Incoterms and payment

Burkinabè buyers most often work CIF to the transit port (CIF Tema, CIF Abidjan or CIF Lomé) with the corridor leg arranged by their own forwarder, or DAP Ouagadougou for programme volumes where we manage the through move; CFR and FOB are used by importers with their own freight contracts. Payment instruments in regular use are an irrevocable letter of credit at sight, telegraphic transfer with a deposit, and documents against payment. LCs are advised through our UAE Free Zone bank and should be opened in USD or EUR rather than XOF; the euro peg makes EUR the lower-risk currency for the buyer, while USD is the standard costing currency for Pakistani and Indian-origin goods. Pricing drivers — RFQ only

We quote Burkina Faso by RFQ because the corridor leg alone can move landed cost more than any headline number. Five variables dominate. Variety tier is the largest: OP onion seed versus F1 hybrid, or public pearl millet hybrids versus private F1 lines, differ several-fold per kilogram. Origin harvest timing is the second: sesame, pearl millet and guar priced shortly after the Pakistani and Indian harvest windows land better than mid-cycle spot. Freight is the third and has two parts: ocean rates to the Gulf of Guinea, which are volatile, and the corridor haulage, which varies with fuel, border waiting time and truck availability. Fourth, packaging: foil pouches and palletised cartons protect vegetable seed on a five-week move but cost more than PP bags. Fifth, transit bond and inspection fees. Sampling and QA flow

The sampling flow for Burkina Faso is built to catch germination and identity problems before the LC opens, with particular attention to viability over a long transit.

  5. Pre-shipment inspection by SGS, Bureau Veritas or Intertek is booked at origin.
  6. Loading photographs, seal numbers and the final COA are sent before the bill of lading is released; seals are re-checked at the transit port before the corridor leg.

Buyer FAQ

Which transit port should we use: Tema, Abidjan or Lomé?

All three work and we ship through each. Tema offers frequent carrier calls and a well-used road corridor through Paga; Abidjan adds the rail option and is often the shortest ocean leg from the Arabian Sea; Lomé is competitive on port dwell time and serves the eastern route through Cinkassé. The deciding factors are usually where your forwarder holds transit bonds, current border conditions and the carrier's schedule in the month of shipment. Can we import a pearl millet hybrid that is not on the Burkinabè catalogue?

Usually for trial or multiplication under authorisation, not for open sale until listed. Burkina Faso applies the harmonised ECOWAS-UEMOA-CILSS regional catalogue, so a hybrid already registered in Senegal, Mali or Niger generally faces a lighter path with SNS than a wholly new line. For an unlisted hybrid, the practical route is a trial lot under DPVC and SNS authorisation, one season of local evaluation, then registration by the importing distributor or programme. State the intended use on the RFQ so we can advise on the paperwork.

Should the LC be in EUR or USD?

Both are acceptable. For a Burkinabè importer, EUR is usually the lower-risk choice because the CFA franc is pegged to the euro, so a EUR-denominated LC carries no exchange exposure on the buyer side. USD is the standard costing currency for Pakistani and Indian-origin goods, so a USD LC gives the tightest FOB number but adds EUR/USD movement between contract and settlement. We quote in both on request and hold the quotation for a defined validity period.

How does seed viability hold up over a five-week sea-plus-corridor move?

Well, if packaging and moisture are specified correctly. Vegetable seed travels in foil pouches inside palletised cartons, which keep relative humidity stable through the humid coastal ports and the hot corridor leg. Bulk lines such as sesame, pearl millet and guar ship in breathable PP bags with moisture specified below 6 percent on the origin COA. We add desiccant to FIBCs and recommend the buyer avoid leaving containers at the transit port longer than necessary, since dwell time in a coastal yard is where most viability loss occurs.
